I was wondering what those procedures you are talking about are. Also, is there a system like a massive alarm or air raid alarm or something similar which would catch everyone's attention in campus that would immediately warn everyone that something is wrong?
I am pretty sure that notification via email or cell phone 2 hours later will not cut it.
